ABSTRACT

The purpose of this dissertation aimed the analysis of some options appropriate to develop Mutual Guarantee Society here in Brazil. It takes into account the role that the micro, small and medium enterprises fulfill at the economy, although their access to the credit have been restrained because of high interest rate besides several regulative features of the monetary policy. In spite of being public funds of guarantee, the micro, small and medium enterprises resent of instruments worthy to facilitate the credit. Among the types of the credit guarantee system it was possible identify the funds of guarantee, the guarantee programs and the mutual or corporately credit guarantee societies. The credit guarantee societies brought off at the beginning of 20th century, keeping up themselves with the aid of private and public resources, bringing in businessmen as partners likewise another institutional one. The mutual guarantees societies are emphasized due to they have solid mechanisms through definite collaboration among referred enterprises, specially those of France, Italy, Germany and Spain. The behavior in South America is also reported in this thesis, including some countries in transition with regard to the implementation of a mutual credit guarantee society. The research was qualitative and with a bibliographical character, descriptive and exploratory. Some peculiarities were looked into the credit guarantee system about several countries and that existent in Brazil, in search of available alternatives to be implanted a mutual credit guarantee society by means of an articulation of the productive local basis through networks, clusters, productive dispositions or poles, amid others, looking at the local economic development.
